An ongoing debate about the development of an IPv6 addresses space has been ongoing for the last several years. When the original IPv4 specification was released in 1983, a huge increase in the number of usable IP addresses (a 1 to 2.5 million fold increase) was the driving factor in creating the addressing scheme. However, with time and technology IPv6 has become the dominant addressing scheme and this has presented a problem when it comes to assigning IP addresses to new devices that need one.

Most network and service providers would welcome the ability to distinguish between new devices on their network, and the current devices that are active in the network.
Why is this so?
The big issue lies in the fact that IPv4 addresses are not currently reserved for "new" devices; that is to say devices that have been assigned to use an IP address by their manufacturer. Manufacturers can decide to not assign an IP address to a device, even though the device is out in the world and generating traffic. One of the original design goals for IP was to provide a scheme that ensured an owner of an IP address could determine with certainty if the IP address was ever used by anyone. It is also common that the same IP address may be used by many different devices. IP will use a scheme called Network Address Translation (NAT), to map IP addresses to a single physical IP address. This physical IP address will be used to identify the user to the network, but this leaves behind a single IP address that is actually used by many different devices.
This is not a major problem for most network devices that use IP addresses to communicate with other devices. In fact it is quite the opposite. The introduction of the wireless LAN has greatly aided the deployment of IP in the home and many wireless networking devices have been designed to allow you to use the same IP address for multiple devices. A typical wireless LAN router provides a DHCP server to assign IP addresses to the devices within the home. Typically the router is setup to allocate IP addresses on the private LAN to all the devices on the wireless LAN.
